Dr. Keith E. Mayo, D.Eng.
Founder & Chief Executive Officer


Dr. Keith E. Mayo is the founder and CEO of Adaptive Insight, where he leads the development of integrated frameworks to address emergent threats at the convergence of digital and biological systems. With expertise in strategic planning, cybersecurity, and biosecurity, he focuses on helping organizations anticipate, assess, and mitigate complex security challenges in convergent environments.


A retired U.S. Marine Corps officer, Dr. Mayo brings over 20 years of leadership in counter-CBRNE operations, anti-terrorism/force protection, science and technology program management, and defense acquisition. His assignments included key roles at the Office of Naval Research, DARPA, and Marine Corps Systems Command, complemented by command and staff experience in infantry and intelligence.


At Adaptive Insight, he has developed three core methodologies:


  • Integrated Cyberbio-Intelligence Framework (ICIF): Supporting adaptive, stakeholder-driven intelligence operations in complex environments.
  • Convergent Analysis Framework for Cyberbiosecurity (CAFC): Providing structured vulnerability and threat analysis in complicated domains.
  • Dynamic Strategic Threat Modeling with Network Analysis (DSTM-N): Integrating system dynamics, game theory, attack trees, and network analysis to map evolving threat landscapes.


Dr. Mayo holds a Doctor of Engineering in Cybersecurity Analytics, with additional master’s degrees in cybersecurity policy, innovation and technology management, and business administration. He also holds a bachelor’s degree in international relations and has received advanced training in intelligence operations, systems engineering, and S&T program management.


He serves on the editorial board of Cyberbiosecurity Quarterly at BIO-ISAC and is a member of the Virginia Medical Reserve Corps. His current research focuses on malicious uses of AI in cyber-biological contexts and the development of dynamic strategic intelligence capabilities for high-uncertainty environments.
